This introductory-level series is for anyone who is curious about the possibility of selling their product or service to the government in the form of a large, ongoing contract. It is suitable for businesses of any size and for those who provide both products and services.
All registrants will be offered a one-on-one meeting to discuss specifics relating to their business.

Session 1: July 13 | Get to Know Procurement: Is It Right for You?
This session will introduce you to the concept of selling to the Government of Canada and the IDEaS (Innovation for Defense Excellence and Security) program. We’ll break down the procurement process and IDEaS program into easy-to-understand nuggets of information. By the end of the session, you should have a clear idea of whether your product or service is, or could be a match for federal procurement.
Session 2: July 27 | Small Business Bidding: Tour the New Website
This session will explore the authoritative website for Government of Canada procurement, CanadaBuys.Canada.ca. You will discover opportunities and learn to search for federal government tenders, contract history, and to register in the electronic procurement solution.
Session 3: August 10 | Bidding Best Practices: Strong Strategies for Small Business
Watch the procurement process in real time through the lens of a Government of Canada Contracting Officer/Technical Authority, and learn how they evaluate bids against the criteria found in a tender or RFP. You’ll see what makes a bid stand out and what common mistakes to avoid so you can improve your bidding strategy and make better use of your time.
Session 4: August 24 | Strong Bid, Smart Growth: How to Supply Goods and Services to Government
Join WeBC and Procurement Assistance Canada (PAC) for an interactive panel discussion to learn about supplying goods and services to Government. Hear from real business owners who will share their own experiences with the procurement process and how they’ve achieved success with contracting processes.
Meet the Facilitator
Cathy Burrell, coordinatrice du service à la clientèle de WeBC
Cathy Burrell est une entrepreneuse qui possède plus de 20 ans d’expérience dans la propriété et l’exploitation d’une variété d’entreprises. Elle est titulaire d’un master en éducation de l’université de Calgary, avec une spécialisation dans l’éducation des adultes, l’éducation communautaire et l’enseignement supérieur. Elle a enseigné la culture numérique et la communication à des adultes et a travaillé comme consultante pour des chefs d’entreprise afin de les aider à mieux connaître leur clientèle numérique.
Cathy estime que le COVID a mis en évidence l’importance d’une communication claire, à la fois en ligne et hors ligne. Elle travaille actuellement comme conseillère en services à la clientèle pour WeBC, où elle aide les clients à développer leurs compétences sociales, leur capacité d’écoute et leur esprit critique. D’après son expérience, savoir quand parler et quand écouter est la clé de l’empathie et de la compréhension, et elle aide ses clients à trouver cet équilibre dans leur entreprise.
Meet the Panelists
Stephanie Waters
Stephanie joined Procurement Assistance Canada in January of 2021. Since then, she has strived to connect with a wide demographic of suppliers and organizations in order to assist them in becoming a supplier of the Federal Government. To best achieve this, Stephanie delivers educational seminars and conducts one-on-one meetings with small business owners. She is local to the Interior of BC and graduated from Thompson Rivers University with a Bachelor’s of Business Administration, majoring in Supply Chain Management. Stephanie hopes that through this meaningful work at PAC, we will be able to reduce barriers in federal procurement and see increased participation by currently underrepresented communities. Stephanie is also a Certified Agile Leader with the Scrum Alliance and Social Procurement Certification from Buy Social Canada.
Fintan Quilty
Fintan Quilty Joined PSPC in 2006 as a Marine Technical Inspector then went on to became the Client Engagement Advisor in 2012. In this role he provides advice and support to Federal Departments and Agencies in the Pacific Region. PSPC is a central purchasing agent supporting clients in British Columbia and Yukon with their complex procurement activities. PSPC Pacific Region processes approximately $500M per year on behalf of their clients including goods, services and construction. PSPC also has an initiative in place that shares federal procurement tools with provincial and territorial governments, municipalities, academic institutions, the schools and hospitals (MASH) sector and other eligible organizations.
Elsie Mountford
Elsie Mountford joined Public Services and Procurement Canada in 2020 in the Intern Officer Training Program. She graduated the program as a Supply Specialist with experience purchasing a variety of commodities. She is currently acting as Client Engagement Advisor for PSPC in the Pacific Region providing advice and support to Federal Departments and Agencies in the Pacific Region.
